The approach suggested in this Guide is predicated upon the use of recognized national, regional or, preferably, international standards if available, where the technical requirements on which the certification is based are available to the general public. This Guide is prepared as a guidance to those parties who wish to gain some experience in the operation ofacceptance arrangements in the international area, but who may not be prepared currently to participate fully in an international certification system.
